The Emergency Management Disaster Gaming (EMDG) Facilitator Certificate is designed to prepare participants to facilitate, and evaluate wargaming as an applied learning and analytical tool. This certification establishes a foundational understanding of wargaming principles, history, and methodology. Participants will be equipped to guide wargame players through structured scenarios that simulate real-world decision environments. Graduates of this program will be able to deliver basic wargaming instruction that integrates theory, storytelling, and facilitation techniques to build decision-making skills, strategic thinking, and collaborative problem-solving across sectors. The certificate serves as the first professional qualification in the Disaster Wargaming training pathway, enabling participants to instruct at the foundational level and contribute to broader preparedness, policy testing & analysis, and capacity-building initiatives. At the instructor level, participants can expect to build upon skills obtained from the instructor level of the disaster wargaming curriculum, and implement intermediate practice-focused skills in design, delivery and after-action reporting of intermediate-level disaster wargames. In addition, this certificate will begin to hone in skill-building in engagement campaign development and narrative-driven storytelling to mold and manage game-flow. Emphasis on adult-learning strategies will be introduced to  build practical facilitation skills for participants as they become intermediate-level facilitators. 

The Level 3 Disaster Wargame – Game Master Certificate prepares participants to operate at an advanced level of disaster wargame design, facilitation, and analytical evaluation. This certification builds on intermediate skills to develop full mastery of the science, art, and methodology of disaster wargaming. Game Masters serve as the primary architects and narrative leads for complex multi-sector wargames, guiding diverse participant groups through dynamic, realistic, and analytically rich decision environments. By completing this certificate, participants will have the skills necessary to construct custom, multi-phase campaigns; integrate historical, doctrinal, and operational insights and manage high-complexity gameplay.

The Level 2 Disaster Wargame – Game Designer Certificate prepares advanced practitioners to engineer the structural, narrative, and analytical systems that shape high-fidelity disaster wargames. Building on the mastery gained at the Game Master level, this certificate focuses on the design and construction of multi-phase campaigns, decision environments, and realistic scenario ecosystems capable of testing complex operational and policy challenges. Completion of this certification, will prepare participants for designing multi-stage wargames that simulate cascading events with operational uncertainty, and strategic decision-making under pressure. 

The Level 1 Disaster Wargame – Grandmaster Certification represents the highest level of professional achievement within the Disaster Wargaming Certificate Program. This elite credential prepares senior practitioners to design, facilitate, and analyze wargames at the strategic and policy-making level, where decisions influence national priorities, governance structures, and whole-of-society preparedness.

Specifically, the skills obtained from the Grandmaster Certificate builds on the advanced design, facilitation, and analytical competencies developed in earlier levels, the Grandmaster program focuses on high-stakes executive facilitation, formal decision science, and strategic policy analysis.
