Based on emergency sheltering operations in the USA, Shelter from the Storm: the Emergency Shelter Game is a fully developed tabletop board game that provides a structured, replayable, team-based strategy game with clear mechanics, staffing dynamics, and an integrated scoring system. While the title of this is “Shelter from the Storm” it is applicable to all-hazards mass care sheltering, and we encourage your team to apply this game within a hazard scenario of your own design and to utilize your existing emergency shelter plans. However, a reference site provides samples of emergency shelter plans, guidelines, and procedures that you may use to apply within this game.

1. Game Overview

Title:

Shelter from the Storm: the Emergency Shelter Game

Players: 

3–5+ per team (additional players may be added by assigning them to an unassigned position in the shelter; multiple teams can compete using one game set).

Duration:

90–150 minutes (note: game play may extend beyond the upper time range) 

Game Type: 

Cooperative team strategy with competitive scoring

Phases: 

4 game phases:

  1. Setting Up and Opening the Shelter 

  2. Receiving Shelter Clients, Operations Before and During the Storm 

  3. Operations After the Storm 

  4. Shelter Shutdown/Demobilization


Players assume managerial roles in an emergency shelter activated 36 hours before a major storm and running through roughly 48 hrs. after landfall. The objectives are to:


  • Properly staff, resource, organize, and stand up the shelter

  • Manage resources under pressure

  • Respond to shelter resident needs and address the evolving crisis scenarios (chance cards)

  • Maintain safety, morale, and order in the shelter

  • Close the shelter effectively (deactivation and demobilization)

Success in this game is determined by how effectively the game players achieve the objectives. Scoring is measured along the following parameters:
