Emergency Operations Center – Complex Coordinated Attack 8 is a unique, custom built disaster wargame based in The Blue Cell’s fictional Chelsea County, USA simulation site. The major disaster incident in this game is built on the premise of National Planning Scenario 8, a complex coordinated attack. This Disaster Wargame features an adversarial Red Team vs Blue Team. The Red team plays as a terrorist/extremist cell of eight based on realistic cell composition with its own unique profile, characteristics, ideology, and objectives. The Red team has a series of objectives in which it seeks to carry out on the map against the blue team and wins by completing objectives and successfully extracting. These objectives challenge the blue team. The Blue Team plays as first responders and emergency management, representing incident management and emergency management (crisis and consequence management respectively). The blue team is charged with managing the ensuing crisis and its consequences, while simultaneously working to identify and stop the red team.

Game Scenario
Heightened geopolitical tension is at an all time high between the United States, NATO, and Russia. After U.S. backed Ukrainian Special Forces use drones to bomb a series of military and infrastructure targets in Moscow, Russia’s President vows revenge and states it will now target any Ukrainian supporters declaring “open season” on Ukrainian enablers. One week later at approximately 2005 hours in Chelsea County, an explosion occurs at Chelsea County’s main water & wastewater facility. Chelsea County is home to multiple major defense contracting company facilities in support of Buckley Space Force Base. The explosion occurs on a 60,000 gallon Chlorine tank. Secondary IED’s injured and killed initial responders to the leak shortly after it occurred. Shared surveillance video footage from the utility company shows several unknown armed suspects entering the water & waster water facility before the explosion. Hundreds of fatalities and thousands of injuries have been reported. Mass evacuation orders have been issued.
