WHAT STORMHAVEN IS
Stormhaven is not a game about heroes arriving after the danger has passed. It begins in uncertainty—when information is incomplete, resources are strained, and every decision carries consequences that cannot yet be seen. This is a city under pressure.
The threat is not only the sickness moving through the streets, but fear, rumor, politics, and the slow erosion of trust. There are no perfect answers here—only choices, and the costs that follow them. For players, Stormhaven demands more than clever tactics or lucky rolls. It asks what kind of leaders you become when time is short and the stakes are human. Your actions shape public trust, accelerate or slow the disaster, and determine who stands with you when conditions worsen. Success may stabilize one system while destabilizing another. Failure does not end the story—it pushes it forward.
For emergency managers, Stormhaven mirrors how real crises unfold. Disasters are not linear. Public confidence matters as much as technical solutions. Coordination is fragile. WHY STORMHAVEN IS UNIQUE IN EMERGENCY
MANAGEMENT
Stormhaven does what most emergency management training cannot: it turns systems, pressure, and consequences into lived experience.
Traditional training emphasizes procedures—plans, frameworks, checklists, and after-action reports. These are essential, but they often fail to capture what actually breaks during a real incident: trust, communication, coordination, and decision-making under uncertainty. Stormhaven is designed specifically to model those failures in a way participants can feel, not just understand. Human behavior is treated as the primary hazard. The crisis is not solved by finding the correct technical answer. Every choice ripples through morale, institutional capacity, and political legitimacy. This mirrors real disasters, where a decision can be technically sound and still fail if trust is absent, partners disengage, or timing is wrong. Stormhaven also redefines failure. In many exercises, failure is something to avoid or reset. Here, failure is expected—and productive. When something goes wrong, the scenario evolves. New pressures appear. Systems strain. Leaders adapt. This reflects reality: missteps do not end a response; they reshape it.
Most importantly, Stormhaven models trade-offs rather than solutions. Transparency can trigger panic. Enforcement can erode trust. Delay can be as dangerous as action. These trade-offs are embedded directly into play, forcing participants to weigh competing risks instead of searching for a single “correct” answer.
Finally, Stormhaven bridges disciplines usually trained in isolation. Operational response, public information, political navigation, and ethical leadership all exist in the same decision space—just as they do in real crises. Stormhaven does not replace doctrine. It stresses it, tests it, and reveals where human factors complicate even the best plans. It does not teach what the plan says. It shows what happens when the plan meets reality.
